This page has the requirments for the Polizei Division uniforms from
1939 - 1942
While the unit was under SS command it was not officially recognized
as an SS unit until 1942.
So in essense it was neither Heer nor SS, therfore it's uniform for the early
part of the war was unique.
After 1942 the SS insignia was issued but the Alte Hasse held onto
the early stuff as long as possible. The headgear and belt buckle would have
been seen through the end of the war.

Early on they did use the Heer breast eagle on the sleeve
